Is this possible:
Transfer ERP PR to SRM as shopping cart (no sourcing required) and get approved based on the workflow definition, then create PO in ERP system?

What is the process when SC is rejected or changed? Should PR be updated based on SC change?

Yes, that's what we expected.
In that case, custom development is not simple.
I would implement workflow in ERP side and create a PO from PR in ERP.
