How to implement an approval for user creation?

Hi,

As described in the how-to-guide for role assignments, I would like to implement a similar approval process for user creation. However, if I understood the pending value mechanism correctly, the latter supports mainly approvals of single object attribute changes. So how can it be achieved to get a whole object's creation to be approved?
