Upgrade Visual Administrator from SP9 to SP13

Your problem is caused by the fact that you are listening to Modern Talking (see image)...

seiously, simply upgrade to latest SPS stack, I believe package level 21 (or above) is available. this will upgrade the kernel, support stack and engine at the same time.
