Workflow User Substitution

Hi

I have few questions around Substitution in SRM Workflow .

1. When the User A is moved to different Organization Unit in my Organization Structure ....he is still under my user base but part of different Org Unit . if i try to Subsitute him to the User B who took over his position . Will the User B getting all his work items both from his new job and also from the old job . (Eg Purchase Order has been changed and it comes back for his approval )

2. When User A attempts to Substitute User B , will System Make Check on Users B Roles to check wthr he will be able to take action on the work item . Will the System be able to check wthr he is locked out of the system etc .
