Your item category should have been TAX or TAW which will not check the stock availability.
thanks

Track your sch line cat maintain for the process transaction in Sales order(VA02/VA03) - Item level - Sch Line Cat Tab.
Then check AvC indicator of transaction flow section of your sch line cat maintain your in sales doc in tcode VOV6.
Hope this can assist you.

Use tcode VOV6 or in tcode SPRO, follow the
IMG - SD - Sales - Schedule line - Define schedule line categories
Here kindly check if the schedule line category associated with your mentioned order has a flag ticked for Availability.
If problem still persists then check checking rule, requirements class and requirements type. I hope all the assignments are done as per others.
Is it one particular sales order or one particular material?
If it is one particular material then check settings for AvC there.
Thanks & Regards
JP
