Unable to create and change programs in SE38

We are unable to chnage or create programs in SE38.Also the same issue occurs in SE11.

The error message is " No valid system specified "

It occurs in only one client.

We have checked scc4 and the client is already open.

Soundslike your client does not have a logical system name specified.

We already have logical system name specified.

The issue is in Development system but it says "no valid system specified XXX" where XXX is the system id of Quality system

Looks like you have performed a system copy... Have you ran bdls?

If you want problems to be solved you MUST specify your problem better.

if XXX is your quality system, then it seems a client copy was done from QA to DEV. check your logical systems (SCC4) if they correspond. You could still have an incorrect assignment. After doing the system copy scc7 was supposed to have been done, it probably wasnt!
