the project after realize can not save in CJ20N

Project has been created in CJ20N completed project is the project leader realized, the system state changes from the CRTD to REL, but not on saving. Have been identified do not know what causes saved not on, there are enthusiastic to provide a solution?

whether the PROJECT is relesing after budgetting or before budgetting?

the PROJECT is CRTD, BUDG, ACAV. sometimes the person in charge of the project couldn't realse the project.
