This entirely depends on your business. though i dont know much about SAP BPC i would like to say that if you just want to plan your projects without wanting to integrate other modules like FI/CO, MM,SD etc you can go with any Project management package available in the market. However in case you want to have a good control over the project from the perspective of cost, revenue, procurement, resources etc. i would recommend to go with SAP PS.
SAP PS is a robust application as it has a very good cross module integration. You need to consider the pros and cons and take a call.
