Billing plan in PS

Hi Experts,

I'm maintaining the billing plan in WBS.This billing plan should be interms of % of total billing.But when I write the value in this field say 30 % and after pressing enter,this percentage disappear.& bill value column is also empty.What is the setting to be maintained to enter the % and correspondingly the bill value will updated based on %
