Uhmmmm depends on what you want to do. It's always been possible to say output to PDF format from ABAP (plenty of examples over the years). However, if you are wanting to use Interactive Forms or the newer Adobe features, then yes, ADS runs only on the Java stack and the ABAP stack communicates with it.
