Is there any library that give access to both budget and actual values on Projects?

I believe library 6P1 includes the budget values. However, you're better off using forms. Transaction S_ALR_87013558 uses form 12KST1A. You can use form 12KST1A as a reference when creating a new report.

To create a form, use T-code CJE1.

You are exactly right about the library 6P1. I have totally missed it, since there are no reports assigned to it in our system...

If I create a new report based on the form used in S_ALR_87013558 - how can I link it with a transaction code?

Please use transaction SE93 and select "transaction with parameter' in start object. In default values field insert "start_report', then check the box "inherit GUIs". Now in the parameter vlaues insert the value as Report group. Then all the reports of this report group will have same transaction code.
