Hello,
I am unable to access SAP via webgui method. ICM is running perfectly (SMICM TX)
I have followed this procedure to activate the services -
1) started these services by SICF -
/sap/public/bc/its/mimes
/sap/bc/gui/sap/its/webgui
2)In SE80 , published Internet Services: SYSTEM , WEBGUI and ITC
3) I have also used TX - SIAC_PUBLISH_ALL_INTERNAL (after reading some thread)
4)Now when i Browse to http://<server>:<icmport>/sap/bc/gui/sap/its/webgui/! , it does not start.
Please help me to resolve ths issue.

Its resolved.
It was linux firewall issue. I had to allow SAP ports Exclusively .

You are using 8081 as your HTTP port and as you are able to reach on the server to this URL, its clear that network settings are prohibiting you to reach from your desktop.
Could you add the FQDN name (Ex: server1.sap.com*) of the server to 'No proxy list' in your internet explorer settings and clear the cookies and check using the URL ? ( Do not use IP in the URL )

The URL in your first post showed '!' ??
Could you paste the following content from your SAP system ?
-
SMICM>GOTO>Parameter-->Display
Content under the 'Services' section
-
If the URL is http and the port is of https , this combination doesn't work. I wonder how it works on your server.

this is the path i am trying accessing -
http://<ip>:8081/sap/bc/gui/sap/its/webgui?sap-client=001
FYI same url is accessible onto host. (firefox browser)

Can you ping the fully qualified hostname from your workstation.
Did you try switching the IP with the fully qualified hostname?
Also check the service sap/bc/gui/sap/its/webgui is acitve in SICF
something interesting i just come to know -
I can access webgui onto linux server where sap is running. but can not access from LAN.... even if i tried accessing via ip.
FYI, I can access server via SAP GUI and telnet from LAN.

So this looks like a firewall issue.. Can you execute the following command from your local machine: telnet <hostname of SAP icm> <port number of ICM>
If you get an permission denied, than the firewall is blocking your access to that machine of that particular port. If you don't get a permission denied, change the internet explorer option, to bypass proxy for local addresses.

I can access system and can ping as well , so there is no connectivity or n/w issues.
FYI, netstat -a | grep <port> gives this output
unix 2 [ ACC ] STREAM LISTENING 50206 /tmp/.sapicm8081
is that alright?

Looks like you switched to HTTPS ? In that case , the following also needs to be done

You would also need to enable HTTPS in SICF for your webgui in
SICF ->navigate to /default_host/sap/bc/gui/sap/its/
Right click on the service and click on Display element, you should see a window where you can specify the service details.
Switch to Logon data tab , there is a security requirement box.
Select SSL over here.

Please post the port in the URL you are being redirected to ?

Are you able to access the SAP via GUI ? In case GUI is not installed could you check if you are able to ping the <server> from your local PC ?. Please try to ping the FQDN. (this is set in the parameter<icm/host_name_full>)

What is the error message reported ? (Ideally you would be prompted a pop-up box with input for login details)

Have you tried the following: go to sicf - default host - sap - bc - gui - sap - its - select webgui - right mouse click and test service.
