You can create delivery cost freight condition type which we have used in our previous project but only thing is that the cost of the freight will be going to freight vendor if you are not mentioning the freight vendor then it will be booked to the material.
Configuration
Below configuration to define the new freight condition type (If you want to maintain access sequence create the access sequence accordingly.
SPRO> Material Management>Purchasing>Conditions>Define Price Determination process--> Define condition types
while defining conition type you can caluculate the freight on quantity or percentage and also you should put the condition category as "Delivery Costs".
Below to include the new freight condition type in STO Pricing procedure
SPRO> Material Management>Purchasing>Conditions>Define Price Determination process--> Define calculation schema
Assign the pricing procedure to stock transport order
SPRO> Material Management>Purchasing>Conditions>Define Price Determination process--> Define schema determination
