either you need to create more than one release code (assign it to person via "Assignment of Role to Release Code"), and then use those rel.codes in a number of release strategies, splited by PO value; or you can use the user-exit M06E0005 "Role determination for release of purchasing documents" for dynamic assignment of different users/roles to one rel.code. Of course, the second option has the disadvantage of not being able to limit the user authorization by the rel.code, it can be used only in release workflow.
So the number one is the prefered solution which is generally used.
