Is it possible to send outbound idocs thrpough qRFC instead of tRFC in SAP 4.7 to a external middleware.

In my SAP BASIS version 6.2 we85 transaction does not exist , or the queue processing option in WE20 also does not exist. Is there any other way of doing it ?
