Don't know why you thing OPS$ is the problem here - the database is not yet shut down or start up properly.

Hi,

ORA-01033: ORACLE initialization or shutdown in progress

Make sure the database is running. Check the Oracle Database status using SQL query

select status, database_status from v$instance;

The status should be OPEN.
