There are about 17000 localized resources that need to be translated. This number will vary depending on how many customer resources that you have. You can extract all localized resources from the system. Create a new language pack then reimport the localized resources to that language pack making sure to add new columns for the new language instead of replacing the standard text. You also need to extract mail message templates from the system and translate these. There are no standard queries for this so you either need to create a etracting query or do them manually. There are something like 100. Not sure you would be able to translate the help file through the system in newer version.
