On Strategic Sourcing documentation for SRM7, all the customizing is described from the "Application-Controlled Workflow" point of view. But in the same documentation, it says that default framework is "Process-Controlled Workflow" and "Application-Controlled Workflow" should only be used for older (SRM5) systems.
So why all the documentation is built upon setting strategic sourcing on "Application-Controlled Workflow framework" ?

I am not sure what documentation you have read. For upgrading customers from lower versions, they have the option of switching on PCW or continuing with ACW. But upon installations, the default would be the old ACW. For new SRM 7 installations, PCW is the only option. While theoretically you could switch on PCW or ACW per business document type, it is always recommended that your workflow framework is consistent across the system. Strategic Sourcing follows the same concept as other business scenarios in this regard.
