I can create new requests (change account or new account) without fail except that the emails never get sent.
Under Configuration --> Workflow --> SMTP Server, there is only one field: "Email Server Name", and that field absolutely has the correct entry. I've even changed it back and forth to enter the IP address and the hostname, but neither work. I have confirmed with our Exchange admin to ensure that everything is open and not blocked.
Has anyone else had this problem? I would appreciate any ideas or suggestions, thank you in advance!

In the meanwhile, I had also found and was following note 1238928. For the first three questions, everything was in place. For step four, I checked and saw that the job was not running properly, so first I ran the job as an "immediate" run, and all of today's emails were received. Then, I deleted and rescheduled the email dispatcher job accordingly.
You were right on target with the suggestion about checking the background job, thank you! Now, I need to test to ensure that the job is working properly for any future emails that need to be sent, so that I do not have to do manual "immediate" runs.
