Not getting Vertical Scrollbar for normal table eventhough i am having a large number of records??? Help....

Hi,
im not quite getting it. my problem is hide this vertical scrollbar. im showing 20 visible rows but only got like 10 filled.
now i want to show the scrollbar only, if there are more than 20 rows in the table. can i hide the bar until then?
edit:
you cant display empty table rows without the scrollbar.
