SLD Access Error

Im my Adapter monitor i have this error:

SLD host:port = EDFR23:53000

Error getting JPR configuration from SLD. Exception: No entity of class SAP_BusinessSystem for NWD.SystemHome.EDFR23 found

No access to get JPR configuration

How to resolve this Error ???

I applied the SAP Note -809420 but it did not decide the problem !!

Also make sure that non of the XI System user are locked.
