Hi
My all work processes hangs intermittendly in action "Commit". It only lasts for about 60 seconds then everything is back to normal.
Network between database and Central Instance seems fine. No relating errors in SM21.
Is it possibly a kernel issue?

For your case there's a SAP Note that solve the issue:

What error message do you get in the work process trace,
when in hangs dev_w in work directory for that work process?

It seams to be something in process locking the update work process (UPD/UP2).
When you got this problem, follow what are running into UPD/UP2 process on your servers using SM50/SM66. These WP's normaly must run at 0-3 seconds each, anything around 60 seconds must provoke a bottleneck on your system.

If you have an oracle database, check if the database is doing a log switch or if you see "checkpoint not complete" in the alert log.

The cause could be related with the number range buffering.
Please refer to the following SAP Notes (among others) for number range buffering.
SAP Note 572905 Unbuffered number ranges
SAP Note 678501 System stoppage, locks on table NRIV
SAP Note 840901 Parallel buffering and pseudo ascending number
