budget change with IO and PS

I have create one IO and assign to project C0001, in CJ32, current budget and distributable for project c0001 is 2mil, I want to changed them to 1 mil, but I found them are all greyed out, we use budget distribution, how to change, IM32? or IM52? thanks.

Use Txn IM52 and return 1Mil of budget for Investment measure.

After that run the Txn IM38 to return the 1mil of buget fom position id & Invetment
