RFx change options in RFx document

Hi Gurus,

What's the difference between the following two options in RFx document?

- "Bidder Can Change RFx Responses" at RFx header level

- "Allow RFx Response Modification" at RFx item level

 - "Bidder Can Change RFx Responses" at RFx header level

This option allows the bidder to change a submitted RFx response (without buyer's initiative, such as returning the RFx response).

 - "Allow RFx Response Modification" at RFx item level

This option allows the bidders to provide suppliment, substitute or alternative items to line items in an RFx.
