In Cache monitoring can we display SLD Cache and value mapping table apart from CPA Cache ? and who is authorised for CPA Cache refresh

Try with J2EE_Admin or PISUPER (XISUPER if it exist).

Using none of the user you or others mentioned. You need PIDIRUSER or any user with roles similar to PIDIRUSER.
