The division field is the last field in the planning hierarchy of the S002 infostructure. Ideally when you enter the value of the characteristics lets say for sales org as any value, it goes to the next level that is you can see the sales group maintenance under that sales org hierarchy. Since division is the last field in the hierarchy, system cannot go to the next level and as a result it is disabled in this infostructure. It is the same rule for any infostructure maintenance through MC62.
