ORA-28000: the account is locked

Hi Everyone,

NW2004s, Windows 2003, Oracle 10g

I am trying to offline backup using command:

BRBACKUP -u system/************ -c force -d util_file -t offline -m all -p initbiq.sap

ORA-28000: the account is locked

I tried ALTER SYSTEM ACCOUNT UNLOCK;

I got This message:

Alter user system account unlock

*

ERROR at line 1:

ORA-01034: ORACLE not available

What does it mean that ????

How to unlock account for system, please verify

Problem has been resovled due to startup database first and alter user (username) account unlock;
