Delete, Copy, Insert and Append buttons missing from ALV

The delete/copy/insert and append button are missing from my ALV toolbar. I have two grids on the screen. These buttons are included on one of the grid's toolbar but not the other grid's toolbar.

I have tried many things and I cannot get these missing buttons in the toolbar.

Any ideas on what I am doing wrong?

Are both of your grids defined as editable?
