Is it possible to rename a printer's output device and short name? When I try to rename the output device name, the short name is not updated.

Have you tried with SPAD tcode?
Please check all the settings of a Printer & output device in SPAD..
As I can see after giving the name of the device (while creating) and short name once, you can not change it.

One way is to export all the output devices to a local file on the desktop and rename the device types and upload the file. This would not delete the existing ones but would create new printers with same configuration. Then the old ones can be deleted.
This would be a better approach when we want to rename multiple printers.
Printers can be exported in SPAD transaction via menu path Utilities->For Outputdevices->Export.

This is not possible as the printer names are key fields and cannot be changed.
This is NOT an easy task:
The printer definitions are stored in 4 tables: TSP03, TSP03C, TSP03D
TSP03L, BUT this is only the basis perspective:
Normally there are dozens (hundreds?) of additional table from the
application areas where the printer names are alos stored due to
customizing settings for automatic printing. Every application
has different requiremnets . Therefore they do it all in different way
and therfore there does not exist a ful documentation about all
tables been used.
So if you REALLY want to rename them, you should carefully check
with every application if and where they used printers.
What might be helpful is to make a where-used-list of the
dataelement: RSPOPNAME (table TSP03).
