Yes it is, subject to the splitting criteria defined in copy control.

Typically as long as the orders have the same trading partners, payment terms, currency and purchase order number then SAP will combine them.

You can combine the different orders of a customer in one invoice but the below prereuisites should be same

1.Payment terms

2.P.O number

3.Payer should be same

Above all kindly check the copy control configuration in the t code VTFL
