PO change workflow issue- awaiting approval

Hi Gurus,

I am facing an issue with PO change workflow. After changing the PO, status is awaiting approval but the work item is not going to the approver at all. I checked SWi6 and found the error with task 14007970. System issues an error for this task- "Agent determination for step '0000000109' failed"

I checked in PFTC_CHG transaction. The agent determination also has the task as "general task"

Can you please help me on this urgently?
