Hello,
Our SAProuter runs on windows 2003 . When I start the saprouter from the command prompt . I got the following error:
ERROR => SNC field without SNC active, skip line 2 [nirout.cpp 7775]
ERROR => SNC field without SNC active, skip line 5 [nirout.cpp 7775]

Hi,
Download latest version for your SAP release. The file is located in the
same place as the disp+work patch. It's called SAPROUTER.SAR.
Saprouter -r starts the saprouter and it is supposed to "hang" in the
DOS prompt. However, it's not hanging, it's running. The complete
command for a correct startup of the saprouter depends on what kind of
connection you're using (VPN, SNC, ISDN).
I recommend installing the saprouter as a NT service. This way you don't
need the DOS command stuff and it starts automatically when rebooting
the server.

Seems like the certificates for SNC has not been implemented ... also seems like sapdp99 is not set on the services file.

Can you please tell how were to trying to start the router?
Try the option saprouter -r command and make sure saprouttab has no extension.
Are SAPCRYPTOLIB credentials available to a process that runs as an NT
service
Run the command:
sapgenpse seclogin -p <path>\<psefile> -O <SNC_admin>
Check wether the PSE certificates has been imported correctly.
