One more clarification , if i create document in CV01N and try to attach the document in QM02 the system is saying
Document type Z03 does not allow you to to object QMQMEL

Hi Prabhakan,
Go to DC10 and for document type Z03 assign the object link as Quality Notification. It's at left hand menu select it and add the object.
