Rebate Payment in different Sales Org than Rebate Recipient

Hello,

We are using an implementation of SAP Rebates in R/3. I was wondering if the following is possible. We have set up the rebate agreement with a payee in a particular Sales Org. There may in fact be multiple payees for this agreement across different sales orgs, but covered under one agreement. At the time of settlement, we would like to change the Payee on the Rebate Settlement request from what was originally on the rebate agreement, but we receive the following error:

"Sold To Party xxxxx not maintained for Sales Area xx xxx xxx"

So in other words, we set up the rebate agreement using transaction VB01:

Rebate Recipient: A

Sales Org: 123

Using VB02, we execute the "Pay" function to settle the rebate. This creates the Sales Order for Payment

Using VA02, for the payment sales order created, we want to change the "Sold To Party" to Customer B and the "Ship-To Party" to customer C which belong to Sales Org 456.

Is this possible? How would I handle a scenario where the Rebate Recipient and Sales Org of the Payee is not known at the time the rebate agreement is created?
