It would require the NWDI setup on your system, at the same time you would require some details like the url to you DTR and access rights to your DTR to connect to the DTR.

It really depend on how you want to manage it, e.g. did you hired expirenced NWDS/NWDI developer, of just java developer who just jump into SAP world from outside. would you like to invest training on these people...
I have had CRM ISA project, that develoers were just using standard Eclipse and external CVS and build tools. and the people get things done nicely, for now.
Of course, NWDS + NWDI combination is decent solution which you can manage your upgrade better later on if you have lots of modification and enhancement.
However, I think the most important things is to understand ISA development, which you need start from the document
