TO can't be created when using WM-PP interface

Hi Gurus,

I create a production order ,and released it, then staging materil for this production order,then i go to T-code :LB11, choose my TR, and click 'Create To in foreground', and the error message pops up:

Storage type E01 does not allow negative stock figures.

and check stock ,there are 2000 PC in this storage type, and my putaway strategy for E01 is L(next empty bin ), picking strategy for E01 is FIFO.

Do you know what's the reason!

Please check if the WM UoM on the TR matches the UoM of the stock qty (SKU). It might be possible that the requirement qty in SKU exceeds the actual stock available.

Please check if there are any other open transfer orders existing for the same material quantity.
