It's to search Text items. Why do you want to enable it in VA01 and VA02? It's blocked in every screen such as VA05, MB51, etc. Since there is not text search in those screens, it's not active.
It's active in Tx: SPRO as you can use it (CTRL+F option) to search config nodes using texts.
I need it to search material number entered in sales order. Besides it is active in several other screens like FBL5n to enable the users to easily search.
FBL5N is a report output where as in all report outputs you can use CTRL+F option.
But VA01 and VA02 are not reports. those are transaction windows. Therefore you don't have it there.
If you want to search a material in the sales order line item you have alternative way of doing. (When you have many number of line items in the sales order and you want to locate a specific material line)
Go to VA02
Go to Item overview tab
Press "Position" button which appear below item data(4th button from the left)
Enter material number
Press Enter
That material line item will appear as the top line
