Anyone knows where I can find information about getting an IDoc, such as MATMAS and DEBMAS as XML? Is there a BAPI for this so I can get it through the .NET connector to a Windows system?

In your SAP system you can go to transaction we60, select basic type then go to documentation -> XML Schema or you can create a DTD.
In addition you can use Exchange Infrastructure and import the XML representation of an IDoc type. You can then save it.

Within SAP MDM, Exchange Infrastructure is used for IDoc - XML conversion. Information on this is provided in the relevant XI guides on the Service Marketplace. See also the documentation in the SAP Help Portal:
