In the transaction CJ20N is possible to put the address in the PEP element, but is not defined as mandatory. Anybody know if it is possible to set the option delivery information (delivery address) to mandatory?

As per standard SAP I do not think this is possible.
However you can try using BADI WORKBREAKDOWN_UPDATE to trigger the delivery information screen on exit and make it mandatory.
