POPUP_TO CONFIRM Help

I have an mobile application running on the ITS that calls FM POPUP_TO_CONFRIM. The problem is all I see is the buttons and nothing else. I have checked the settings in my service and have the following set (~WEBGUI = 1 ~POPUPS=1, ~GENERATEDDYNPRO = 1). Does anyone have any ideas what might be wrong? Here is some info out of one of the trace files in ST11.
