My tbtco and tbtcp tables have total 4 million record so SAP_REORG_JOBS runing a long time .
how can ı remove this records ? or can ı remove ?
Use the standard job SAP_REORG_JOBS to cleanup TBTCO and TBTCP
Also read the attached note.
Link: [Note 666290 - Deleting "orphaned" job logs]
There is a new program available RSTS0024, which deletes orphaned jobs logs.
Link: [Note 1293277 - Report RST0024 runs for a very long time]
Link: [Note 756604 - Program RSTS0024 terminates after long runtime]
Also perform SM65 -> goto -> additional tests and cleanup the inconsistencies.

before anybody else suggests anything dangerous to the OP ...
... search in SMP (OSS) for notes on the SAP standard-reorg jobs. They are known to fail every now and then for several reasons (upgrades, conflicts of other sorts etc.). Look for a note suitable for your release and support package level.
... tipp: post such a question in the NW-admin forum next time.

Not ABAP related, will try to have it moved to SAP Netweaver administrator.
Might well be a FAQ there, because I assume you need to run a ... SAP reorg job
