In Pi7.1 you can generate service in services interface and These services can be configured with the help of the SOA Manager

SOAMANGER is the trasaction to view Service Registry in PI7.1.
Service Registry stores the all THE predefined Enterprises Services what SAP developed.

Try to understand the concept of SOAMANGER,as i already mentioned,
what ever we developed sceanrions in PI 7.1,we can publish the same in Service Registry ,if you want to reuse the interfaces same.
Service Registry holds predefined Data types (Global Data Types),predefined service iNterfaces.
What you exactly looking for,let me know,,i may try help you.
