In this link , Rinkal says that
for CHARM, the production system has to be defined as the domain controller.
However in this famous guide /people/dolores.correa/blog/2008/07/26/first-steps-to-work-with-change-request-management-scenario, Dolores says that
DEV can be the domain controller in CHARM setup.
So whuch statement is true?

Hi Jennifer, Dolores is correct. The domain controller for a landscape was historically the Development system; however, it could be the Production system as an alternative.
What is important with ChaRM is to create a domain link between your ChaRM SolMan system and the domain controller for each landscape so ChaRM can tell the different domain controllers what to do. Dolores has some good instructions on her blog to perform this activity.

It dosent matter which system is the domain controller, wuts important is the domain link. Normally its always the Dev cuz its the first system installed, however, SAP insiste that the domain controller should be the most stable system (ADM325 software), for exemple PROD.
So its better to swtich the domain controller to PROD later then u create the domain link to active charm
