MEK1--- maintaining the purchase condition records which will reflect in Purchase order
VK11-Maintaining the sales condition records which will reflect in Sales order

MEK1 : Its a MM pricing condition record and only for related to MM pricing procedure i.e M/08. and MM Tax related in FV11.
VK11 : Its a SD pricing condition record, we can maintain all SD condition type related records.

MEK1 - Creating condition master records but for purchasing (MM)
SPRO: mm > purchasing > conidtons > define price determintion process > define condition type
VK11 - Create pricing condition master records for sales/billing processes (SD). Every condition record maintained is specific to sales organization and distribution channel.
Logistics | Sales and Distribution | Master Data | Conditions | Select Using Condition Type | Create
Condition records havie application type as "M" for purchasing and 'V" for Sales.

MEK1 is for maintaining the vendor condtion record, whereas VK11 is for maintaining customer condition records.
