Error : Page can not be displayed under layout TAB of View

Hi friends;

I am facing a strange problem; which is described below;

I am creating a webdynpro application and when I am creating a view then under layout tab it is showing page can not be found; instead of the layout design tool or buttons..

Can any one tell me what I should do to get the layout tools;
