The transport track TR000003 (source system DEV-100) is locked

I get above error when trying to create a transport request.

Could you help how to unlock it?

Hi,

Just go in TCode SE01 and check whether your transport request is released or not.

If not than, first release the request.

Or Other case may be that it is a local change request and such request can never be transported.
