How to restrict background jobs to run on 1 application server .

Though i agree with the previous replies in this message, you can able to execute the choice by using the solution in Note 786412

When defining job in SM36, specify the server name in the field Exec. Target. This will execute the job always on the specified server.

Totally agree with Juan. Plus for some reason your "batch server" goes down for any reason or is replaced by a new server all you jobs will be canceled or you have to again manually change all of them. So the best practice is to leave the Execution server empty and let the system do the load balancing.
