Hi,
The procedure is you should use Oracle installer to uninstall the database.
But if you face any issues uninstalling Oracle, you can manually uninstall it from your system.
1. Delete the following registry keys.
HKEY_LOCAL_MACHINE\SOFTWARE\Oracle
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\ (Listerner and Oracle instance services)
(It is recommended to remove all "Oracle" keys from registry, but above are must. Other will get override in reinstallation or Oracle software)
2. Restart the system and Remove Oracle installation directory (ORACLE_HOME).
3. Remove ORACLE DIRECTORIES from C:\Program Files
4. Then you can re-install the ORACLE database.
To Install the Oracle Patch.
1. Run the setup from Oracle Patch installer.
2. Select existing ORACLE_HOME
3. and proceed with installation.
If you have created database while installing oracle, then you need to do some Post Installation activities.
Please refer "Post Installation Task" topic from "Readme.txt" which is in Oracle Patch installer directory.
