Partner functions in partner

Hi,

I need to understand the follwoing

step 1). we assign partner function to account groups and then the account groups are assigned to partner determination procedure.

step 2). Now again in a separate config, we assign partner functions directly to partner determination procedure.

I am not able to understand the config required in this step 2. why this is required when this is already achieved through step 1
