We come to that point to include OR exclude HR tables.
We do not know what kind of criteria should be used to make the decision.
And also if including HR tables, what will be the impact on the performance?

I'd like to add to the point that Pankaj made. There are three specific HCM process types within TDMS and it's recommended that you use these because:
1) the HCM data can be specifically selected using the standard SAP HCM logical databases that all HCM users are familiar with
2) the data can be consistently anonymised
3) the standard SAP HCM authorisations can be used
The three process types are the following:
ERP Initial Package for HCM Personnel Administration (PA)
ERP Initial Package for HCM Personnel Dev. PD & PA
ERP Initial Package for HCM Personnel Dev. PD & PA - EXPERT

The decision that you need to take is from data security point of view and not from performance point of view. If you want to transfer HR related data to the test system (probably for some HR specific testing or otherwise) then include it else if you want for confidentiality purpose, HR data should not go to the test system then you should exclude it from transfer.
